DA Hike 2025: ₹18,000 Salary Boosted to ₹28,440 Including Allowances

The 7th Pay Commission, which has been active since 2016, will see its final Dearness Allowance (DA) hike in September 2025, effective from July 1, 2025. This increase is expected to be 3%, pushing the DA rate to 58%. Around 48 lakh central government employees are set to benefit from this revision.

Why the DA Hike is Important

The Dearness Allowance (DA) is meant to protect employees from inflation. It ensures that salaries retain their purchasing power even when prices rise. The July 2025 DA hike is calculated on the basis of the Consumer Price Index for Industrial Workers (CPI-IW). This increase will provide some relief to employees before the upcoming 8th Pay Commission (8th CPC) takes effect.

Arrears for July–September 2025

The September 2025 DA revision will also include arrears for July, August, and September, which will be paid in October 2025.

  • On a basic pay of ₹18,000, the arrears will total ₹1,620.
  • This extra payment will help employees manage festive expenses in October.

Fitment Factor – No Hike in 2025

Employee unions have demanded that the fitment factor should be raised from 2.57 to 3.68, which would increase the minimum salary to ₹26,000. However, this demand will likely not be accepted in 2025. The hike in the fitment factor is expected only with the implementation of the 8th Pay Commission in 2026.

Transition to the 8th Pay Commission

The 8th CPC, approved in January 2025, will replace the 7th CPC in 2026. Under the new pay structure:

  • DA will reset to zero and merge with the basic pay.
  • The minimum basic salary may rise to ₹41,000–₹51,480.

This will mark a significant jump for central government employees.

Final Note – Prepare for Changes

The September 2025 DA hike is a temporary boost before the 8th Pay Commission is rolled out in 2026. Employees are advised to:

  • Keep track of arrears in October salary slips
